With my Process every County of Residence gets at least one Assembly Area – a fabricated site capable of operating all the aspects of public Civil Defense and Government Functions in [ Legally Binding ]Microcosm – designed to operate as one per 150,000 citizens , in Either a Static or Response capability.Civilization Continuity Produces Trained Citizens, Budgets Federal Personnel to Facilitate Public Assembly.

The Federal 10,000 man action groups, are each capable of reorganizing into 2000, 5 man engineer teams which will receive up to 60,000 citizens of the mass manpower system into2000 National Action Teams .
If assembled onto one disaster this Model will produce a maximum of 720,000 man hours per 12 hour day, into a Engineered and Federally Staffed Program capable of to execute a dispersed production of Engineered Response – Structural , or various other National Emergency Programs which can be removed, manipulated, and replaced, to keep the Process State of the Art.

The goal of the Civilization Continuity concept is to combine a civic education on the foundations of the American republic , time to grasp the needed knowledge and skills to participate in our own destiny, in concert with a civic program in community involvement and preparedness should the need for emergency action arise.
I envision a new concept of a process, Civilization Continuity: Its function is to prevent disasters of any nature from disrupting our nation.A process was selected because of its versatility and its unique way of focusing methods of thinking in government, business and the minds of the citizens. Versatility is embedded through upgrade able programs Approved by the President, and cleared by the process controllers, will be added to the initiated and introduced with a basic citizen recruitment and preparedness campaign.
In this way, those who love their country will both gain and contribute — for both themselves and their communities — in a fashion never before available in modern America. Scalable standardized and redundant nation wide. Able to be operated in the proactive educational and research / production method of operation or Its primary Assembly Interface is the Anchor Assembly area which is the gateway for processing the many concerns of the citizens, business, and its primary educational tool is a civil defense minor with up to twelve disciplines, for skills and procedures, as well as education and economic participation.
